PNC Through the Years
Over the past nine years, the Practical Nigerian Content Forum organised in partnership with the Nigerian Content and Monitoring Board (NCDMB), has developed alongside the Nigeria Oil & Gas Content Development Act (NOGICDA). In 2011, the first PNC Forum gathered industry stakeholders to explore the requirements of the NOGICDA. During PNC 2012 to PNC 2014, participants outlined the challenges being faced in compliance and explored potential solutions with representatives from the Ministry of Petroleum Resources, NNPC, the NCDMB and other government agencies. PNC 2015 celebrate the progress made to date, re-examined the objectives of the NOGICD Act and reviewed the top priorities for compliance in the new economic climate of lower oil prices.
Nine years on from the enactment of the NOGICD Act, the Nigerian oil and gas industry can boast successes including a 35% increase in indigenous participation. This has been made possible through the development human capacity, services and domestically manufactured goods.

In the House of Representatives, Hon Dickson represents Sagbama / Ekeremor Federal constituency of Bayelsa State. Hon Dickson serves as the Chairman, House Committee on Justice and also a member of several other committees.
Hon H.S. Dickson is a Member of the Nigeria Bar Association, International Bar Association, Chartered Institute of Arbitrators (UK) Nigerian Chapter and a Member of the Chartered Institute of Taxation of Nigeria.

He has wide-ranging expertise in specification, design and implementation of business solutions, logistics and procurement, with abundant knowledge of the local suppliers' market and Nigerian Content Development. He has been involved in the development of procurement business plans and strategy and has proven ability in the management in a broad range of procurement areas including Tender Management, Cost Saving Initiatives, Sourcing & Procurement, Competitive Bidding, Claim analysis and management.

Mr. Abdulmalik Halilu is the General Manager, Corporate Services and Logistics (CSL) Nigerian Content Development and Monitoring Board (NCDMB). A policy development expert, he holds a Masters Degree in Development Studies, a Post Graduate Diploma in Management Science and a Bachelor of Technology Degree in Agricultural Technology. Prior to joining NCDMB, Mr. Abdulmalik worked for many years in Accenture- a global management consulting, technology and outsourcing firm where he was involved in so many transformation projects including the development of Nigeria vision 20:2020 economic transformation blueprint, NNPC transformation project “PACE”, National biofuels policy & renewable energy program and roll out of Unique Taxpayer Identification Number (UTIN) amongst others.
Mr. Halilu joined Nigerian Content Development and Monitoring Board (NCDMB) with vast experience in oil and gas, development banking, utilities, agriculture, manufacturing, renewable energy, supply chain management and project management. He was the pioneer Head of Strategy & Policy Development Department in NCDMB and was responsible for conceptualizing key initiatives of the Board such as the Nigeria Oil and Gas Park Scheme (NOGaPS), Equipment Component Manufacturing Initiative (ECMI), Marine Vessel Strategy, Nigerian Content Intervention Fund (NCI Fund) etc.
Abdulmalik is a member of the Nigerian Institute of Management, Project Management Institute, USA and International Facility Management Association. A change management professional and certified project management professional he has been a teaching instructor at the Center for Professional Development St. Charles, Chicago, USA. He is married with children.

Graduated & was admitted into the Bachelor of Engineering Degree at the Mechanical Engineering Honors Upper Division of the University of Benin, Benin City, Nigeria in June 1975.
Commenced a distinguished career in the Petroleum Industry in August 1976 as Trainee Mechanical Engineer with the then Shell-BP Petroleum Development Company of Nigeria Limited, Lagos. Quickly rose through the ranks to become Head, Pipelines Engineering Department & Manpower Development Coordinator, having served in various capacities and many countries including The Netherlands, Sultanate of Oman and Gabon before leaving Shell in 1989.
Joined and worked with Camco Limited with responsibility for Sales & Marketing in West Africa between 1989 and 1999 when Camco was acquired by Schlumberger.
On integration of Camco Limited into Schlumberger Nigeria Limited, was appointed Marketing Manager, Completions Systems.
Between 2004 and today, I have been involved in Account Management rising to become Global Account Director (Government Companies in Nigeria) & Managing Director.
Member of several professional organizations and has received several honors from several Universities including being recognized as Distinguished Alumnus of the University of Benin, Nigeria.

Engineer Faluyi is the Managing Director of Offshore Dimensions Limited, an engineering design company that specializes in offshore engineering for the upstream oil and gas industry.
Engineer Faluyi has Bachelors and Masters degrees in Mechanical Engineer from the University of Lagos and is also a graduate of the Harvard Business School. He is a registered professional engineer, a member of the Nigerian Society of Engineers, a Fellow and Council Member of the Nigerian Institution of Mechanical Engineers and a member of the Nigerian Institute of Management. He is currently Chairman of the NIMechE Codes and Standards Committee and Coordinator of the NIMechE’s Oil & Gas Special Group.

Chiedu Oba is General Manager for Nigerian Content Development (NCD) responsible for the delivery of the Nigerian Content objectives for Shell Exploration & Production Companies in Nigeria, namely, The Shell Petroleum Development Company of Nigeria Limited (SPDC) and Shell Nigeria Exploration & Production Company Limited (SNEPCo). He is also the Contracting & Procurement (CP) Manager for SPDC.
Chiedu holds first degree in Electrical and Electronics Engineering and a Master’s Degree in Engineering Management from the University of Benin, Nigeria. He is also a CP Professional and a qualified member of the Chartered Institute of Procurement & Supply (CIPS).
Chiedu has over 22 years’ experience in the Oil & Gas Industry and has been exposed to a broad spectrum of roles including Standardisation, Inventory Management, Contractor HSSE Management, Change Management, Category Management & Contracting as well as various CP leadership roles leading CP delivery for Production, Wells and Projects.
Prior to his appointment as GM NCD in July 2015, he was in Sarawak Shell Berhad, Malaysia as Strategy & Sourcing Manager for Baram Delta & North Sabah Enhanced Oil Recovery (EOR) Projects. In this role, he worked with EOR partner, Petronas Carigali Sdn Bhd and was responsible for contracting strategy development and execution for a multibillion dollar portfolio of offshore EOR Projects.
