Hon Dickson served in different professional statutory bodies. He was member of the Council of Legal Education in Nigeria, a member of the Body of Attorneys-General of Nigeria, a member of the Bayelsa State Security Council and Vice Chairman, Bayelsa State Judicial Service Commission. In the House of Representatives, Hon Dickson represents Sagbama / Ekeremor Federal constituency of Bayelsa State. Hon Dickson serves as the Chairman, House Committee on Justice and also a member of several other committees.
Hon H.S. Dickson is a Member of the Nigeria Bar Association, International Bar Association, Chartered Institute of Arbitrators (UK) Nigerian Chapter and a Member of the Chartered Institute of Taxation of Nigeria.
Dr. Emmanuel Ibe Kachikwu is a distinction graduate of Law from the University of Nigeria, Nsukka and Nigerian Law School. He bagged a first class degree in Law and was best grandaunt and multiple awards winner from both Institutions. He thereafter obtained a Masters and Doctorate Degree in Law from Harvard Law School USA, with distinctions.
He has worked as an Investment Attorney in USA, as General Counsel with Texaco Upstream and Downstream in Nigeria and is now Executive Vice Chairman of Mobil Producing Nigeria Unlimited and General Counsel for Exxon Mobil Nigeria affiliate Upstream and Downstream Companies in Nigeria.
He has forayed into business, working as Chairman and CEO of his own Companies in Downstream Petroleum, Law Practice and Consultancy and Publishing. He has lectured in Nigeria, at Harvard and various Institutions around the world as either a visiting lecturer or professor in Law.
He has three published law books in Investment Law and Contracts and numerous articles in various Journals. In his capacity as General Counsel of Exxon Mobil in Nigeria, he oversees the compliance programs of Exxon Mobil in Nigeria and advices on issues related to adherence with compliance regulations and Anti-Corruption Laws for the company in Africa.
Maikanti Kachalla Baru is an indigene of Bauchi State. He obtained his West African School Certificate in 1978 from the Federal Government College Jos and later bagged a First Class Honours in Mechanical Engineering from Ahmadu Bello University, Zaria in 1982. He also attended the University of Sussex, United Kingdom where he graduated with a Doctor of Philosophy in Mechanical Engineering in 1987.
Between 1988-1991, he held various positions at the Jos Steel Rolling Company Ltd. including Head Corporate Planning and Electrical Department while also serving in several committees in the company.
He was the Manager National Engineering and Technical Company Limited (NETCO) from May to November 1991. He became the Manager, Operations of Procurement Management Services (PROMAS) from 1991-1993 where he saved the Corporation over $70 million in six months of operation.
Thereafter, he served in NAPIMS as the Manager Gas Department for four years and in 1997, he was appointed General Manager, Gas Development Division and during his stewardship of the Joint Venture Gas Projects, they were able to save over $575 million.
In July 1999, he was appointed as the Executive Director, Operations of the Nigerian Gas Company, Warri where he was responsible for the smooth operation of all the facilities in the Nigerian Gas Company ensuring uninterrupted gas supply to customers such as NEPA.
He left this position in 2004 and was appointed as the Managing Director Hyson (Nigeria) Ltd and under his stewardship; Hyson was introduced into the domestic LPG business and grew rapidly raking in N24m in 2004, N164m in 2005 and N400m in 2006.
From 2006 to 2007, Dr. M.K Baru was the Group General Manager, Greenfield Refinery Projects Division where he was tasked with ensuring the smooth execution of the feasibility study, design, construction and operation of new refineries in Nigeria.
Following his good work there, he was appointed in 2007, as the Group General Manager of the National Petroleum Investment Management Services (NAPIMS) where he was responsible for ensuring the effective supervision of the nation’s investment in the upstream of the Nigeria’s oil industry. This covered the six joint ventures, sixty-two production-sharing contracts and other ad-hoc assignments.
Till his appointment as the Group Executive Director, Exploration and Production, Dr. Baru was the Group General Manager LNG Division. In his capacity, he handled the commercial and administrative aspects of the LNG Investment Businesses. He was also the NNPC’s Chief Technical Negotiator on the West African Gas Pipeline project and chaired the NNPC Anti-Corruption Committee.
In March 2016, he was appointed Technical Adviser (Gas Matters) to the Minister of State for Petroleum Resources and on July 4th 2016, President Muhammad Buhari appointed him as the 17th Group Managing Director of the NNPC.
Dr. Baru has shown academic excellence over the years winning various prizes such as the Shell BP Petroleum Prize for the Best Final Year Mechanical Engineering Student and the Lever Brothers Prize for the Best Final Year Mechanical Engineering Investigation Project at the Ahmadu Bello University, Zaria.
He has also attended prestigious institutions such as the Harvard Business School, College of Petroleum and Energy Studies, Oxford, Columbia University Business School, New York and the Stanford University’s Graduate School of Business among others.

Engr Nwapa (MNSE) was appointed Executive Secretary of the Nigerian Content Development & Monitoring Board in April 2010 following the signing of the Nigerian Content Act.
He has worked for many years in the international oil and gas industry gaining most of his experience within various capacities and functions at NNPC. His appointment as the pioneer Nigerian Content Coordinator in 2004 threw up the challenge of translating volumes of stakeholder recommendations into a comprehensive, implementable Policy document which was submitted to the Federal Government in February 2005 and provided the framework for setting up the NCD in March 2005.
He was appointed Group General Manager of the Nigerian Content Division of NNPC in March 2010 in recognition of his contributions to the development of the industry in Nigeria.

Mr Izomor’s biography is the classical grass to riches story. Mr Godwin Izomor (fondly called MR G by his close friends) who came from a humble background was initially exposed to diverse experiences in life; travelling across the length and breath of Nigeria before finally settling for a career in the Oil and Gas industry. He started his early working life as a store keeper with Visocat Construction Ltd later as sales representative with Sphinx Technical and Trading LTD in Kano. He also worked with several other companies operating in Sharada Industrial area in kano.Mr G also worked for the Niger Delta Professionals in Lagos.
In 199X Mr Godwin Izomor moved to Port Harcourt and with his brother Frank Izomor jointly formed a marine logistics company called Serviteco Limited. The Izomor brothers built up Servityeco Ltd into a formidable company carrying out financing and supervision of flat top dumb barges; and house boats leasing and construction. A quick learner,Mr Godwin Izomor gained invaluable practical experience in the construction and fabrication business, and thisn is when the dream for a major fabrication yard was born.

In 2009, Mr Godwin Izomor formed MG Vowgas Limited with the mindset of establishing the foremost Fabrication and EPCI company in the Nigeria oil and gas industry.
MG Vowgas also started by leasing of barges, tug boats and other marine equipment’s to companies and individuals in the Oil and Gas industry. He quickly proceeded further to incorporate construction of barges, tug boats and other marine vessels of various tonnage for third party organisations.
As someone who has so much passion for the Nigeria oil and gas sector, and a promoter of the local content policy of the Nigeria government, Mr Godwin Izomor has buil a state of the art fabrication yard in Woji Port Harcourt River state, the first of its kind in Nigeria.
As a way to give back to society, and as part of MG Vowgas corporate Social Responsibility, students from every community the company has worked benefit from his scholarship scheme. He also provides succour to many families, helping them financially to start small businesses.

Mr. Isaac Yalah holds a Bachelor’s degree in Chemistry and Education (1st Class Honors) from the University of Ibadan and an MBA in Financial Management from the Federal University of Technology, Owerri; a General Management Certificate from IMD Business School in Lausanne, Switzerland, a certificate in Negotiation from Harvard Law School and Oxford University respectively.
A fellow of the Chartered Institute of Financial & Investment Analyst of Nigeria and a Certified Change Manager, CICM, he has over 25 years of private & public sector working experience which includes multi-varied areas of banking operations where he established himself in Retail & Public sector banking, Wealth Creation/Portfolio Management, Strategic and Investment Management.
Prior to his appointment, Mr. Yalah was the General Manager, Investment and Treasury Management in the Nigerian Social Insurance Trust Fund (NSITF). Other previous work experience includes; in 2009-2011, the Bayelsa State Governor appointed him as Secretary of the Governor’s Technical Team, and he was an Assistant General Manager (AGM) with United Bank for Africa (UBA) Plc.

Mr. Abdulmalik Halilu is the General Manager, Corporate Services and Logistics (CSL) Nigerian Content Development and Monitoring Board (NCDMB). A policy development expert, he holds a Masters Degree in Development Studies, a Post Graduate Diploma in Management Science and a Bachelor of Technology Degree in Agricultural Technology. Prior to joining NCDMB, Mr. Abdulmalik worked for many years in Accenture- a global management consulting, technology and outsourcing firm where he was involved in so many transformation projects including the development of Nigeria vision 20:2020 economic transformation blueprint, NNPC transformation project “PACE”, National biofuels policy & renewable energy program and roll out of Unique Taxpayer Identification Number (UTIN) amongst others.
Mr. Halilu joined Nigerian Content Development and Monitoring Board (NCDMB) with vast experience in oil and gas, development banking, utilities, agriculture, manufacturing, renewable energy, supply chain management and project management. He was the pioneer Head of Strategy & Policy Development Department in NCDMB and was responsible for conceptualizing key initiatives of the Board such as the Nigeria Oil and Gas Park Scheme (NOGaPS), Equipment Component Manufacturing Initiative (ECMI), Marine Vessel Strategy, Nigerian Content Intervention Fund (NCI Fund) etc.
Abdulmalik is a member of the Nigerian Institute of Management, Project Management Institute, USA and International Facility Management Association. A change management professional and certified project management professional he has been a teaching instructor at the Center for Professional Development St. Charles, Chicago, USA. He is married with children.
